Position Title: PMO Senior Manager (E1)
Location: Riyadh, Jeddah, Madinah, Saudi Arabia
Reporting to: Project Director
About the Role:
An exciting opportunity has arisen for experienced PMO Senior Managers in various locations in KSA, specializing in water and wastewater projects to join a leading international PMC in Saudi Arabia. This pivotal role will involve overseeing large-scale infrastructure projects, ensuring their successful delivery in line with the Kingdom’s Vision 2030.
General Description of Role and Responsibilities:
- Develop and implement comprehensive PMO plans and processes for overseeing, coordinating, and reporting all project processes. Establish policies and procedures for effective project management.
- Participate in the planning and formulation of design alternatives and solutions for construction projects.
- Communicate continuously with the client’s representatives regarding project progress and areas of concern.
- Implement standardized project management and business analysis practices.
- Collaborate with Project Management leads and project teams to drive continuous improvement and deliver better business results.
- Develop and administer project budgets, fiscal controls, contracts, and quality control measures.
- Direct work sequencing to expedite project delivery while minimizing disruption of ongoing operations. Inspect, approve, and accept completed projects to ensure compliance with institutional standards, building codes, and architectural/engineering specifications.
- Provide coaching, advice, and guidance to the team, maintaining high levels of integrity, motivation, and morale.
- Research and prepare reports on operations, equipment, policies, procedures, and other project-related issues.
- Manage stakeholder engagement and ensure effective business alignment.
- Evaluate detailed project status reports and present key highlights and implications to business partners and executives.
- Oversee all aspects of day-to-day management of the construction project.
- Supervise consolidated cost estimates and financial management, incorporating risk for the overall project.
- Lead resource and capacity management processes to meet deliverables and timelines, ensuring sustainable delivery capability while fostering talent development.
- Ensure project operations comply with design specifications and client requirements.
- Adhere to relevant quality, environmental, safety, and occupational health standards and procedures.
- Perform other duties as assigned by the line manager or supervisor.
Qualifications, Experience, Knowledge, and Skills:
- Bachelor’s degree in engineering from an accredited university.
- Minimum of 20 years of relevant project management experience, including leading major government and/or semi-government international programs and projects with a proven track record of project excellence in a direct project manager role.
- Extensive experience with major government and/or semi-government international construction sites, including site engineering, project controls, environment, health and safety, contracts management, and quality assurance.
- Experience implementing a zero-accident safety philosophy.
- Demonstrated engagement with government entities or utility providers.
- Proven ability to implement continuous improvement initiatives on site and support capacity building/talent development in a construction environment.
- Excellent verbal and written communication skills.
- International work experience, with preference given to candidates with prior experience in Saudi Arabia
