JOB DESCRIPTION

HSE Officer (Data Centre Construction)
                                                  
Provide professional advice to project teams on safety and health issues, conduct site safety audits/inspections, and safety training, contribute articles for in-house publications, and conduct research on the latest developments in the area of safety and health.

The main roles and responsibilities are:

  • Responsible for ensuring compliance with all HSSE requirements through monitoring and audit/inspection of the contractors.
  • Supervise team of HSSE officers and engineers from site Contractors
  • To review and ensure effective implementation of the Contractor Project Safety Plan, Safe Work Instructions & Procedures, and PTW System for all high-risk activities throughout the project cycle.
  • Perform HSSE data trend analysis for the Project Team and recommend/introduce improvements and mitigation measures accordingly using the fact-based data from the audits, inspections, feedback, and surveys involving staff & contractors.
  • Examine HSSE performance audit reports as well the issuance and closure of non-conformity raised by the project team including Client and stakeholders.
  • Develop, implement, and monitor site safety performance, equipment inspections, safety walks, and meetings.
  • Reviewing, monitoring, and tracking Contractors' HSSE Performance ensuring goal zero targets are met
  • Actively participate in the daily toolbox meeting with Contractors and ensure effective risk communication.
  • Provide training and induction/awareness courses on HSSE and related areas.
  • Interface with other trades and contractors as required, to ensure a good relationship & communications on HSE matters.
  • Review HSSE-related documentation i.e. safe work method statement, risk assessment (JHA’s), and provide acceptance.
  • Lead HSSE initiatives and communication/coordination groups to share HSSE learning and ensure consistent standards and application.
  • Resolve minor HSSE issues at the site level, record issues for future learning/trends, and raise major issues for greater awareness and resolution at higher levels if required.
  • HSSE reporting and participation/leading investigations of accidents/incidents.
  • Assist in coordinating with Management, Client, Contractors, and local government authorities on all HSE matters.
  • Undertake and lead incident investigations and ensure the investigation is closed in time.
  • Updating on the current HSSE trend and best practices and implementing on-site
  • Updating and ensuring that all safety procedures are up to date and conforms to Malaysian Standards.
  • Assist in the implementation, review, and improving the HSSE Management System.
  • Conducting and Managing Internal Audits (Planning, Monitoring, Evaluation, and closeout as per the schedule).
  • Ensure construction personnel are competent and receive sufficient training before the commencement of any works.
  • Ensure compliance with HSSE Procedures, Manual, SOPs; and
  • Perform miscellaneous job-related duties as and when required or attend to ad-hoc matters assigned by Superior.
  • Review and implement emergency preparedness and contingency plans including periodic drill exercises for all types of emergencies.
  • To assist the HSSE Manager in incident investigations for all types of incidents (medical treatment cases, first aid cases, restricted workday cases, fatality (including high-potential & near-miss incidents)
  • Driving the project team in building the safety culture in the project site including promotional campaigns and behavioural-based approach training.
  • To assist HSSE Manager / HSSE Lead in updating project/program documentation – Contract HSSE Plan, Annual Plan (Plan on a Page), Construction Readiness Review, Risk Assessment, Training Matrix, Risk Register, Meeting Minutes, Sub-Contractor Pre-Qualification, HSSE Performance Scorecard, Leading & Lagging Indicator, Weekly & Monthly Reporting, High-Risk Activity Tracker, Project Team KPIs, etc.
  • Championing efforts in formulating, effectuating, maintaining, and overseeing the overall Project HSSE policy and management system, plans, and procedures via staff training at all levels (including supply chain partner level & sub-contractors), technical audits, site inspections, routine surveillance program.
  • Introduce effective risk communication method with a robust intervention program within the Project Team and Contractor organization to correct unsafe practices, unsafe behaviors, and unsafe conditions.
  • Updating project/program documentation – Contract HSSE Plan, Annual Plan (Plan on a Page), Construction Readiness Review, Risk Assessment, Training Matrix, Risk Register, Meeting Minutes, Sub-Contractor Pre-Qualification, HSSE Performance Scorecard, Leading & Lagging Indicator, Weekly & Monthly Reporting, High-Risk Activity Tracker, Project Team KPIs, etc.
  • Perform miscellaneous job-related duties as and when required or attend ad-hoc matters assigned by the Superior.

Requirements

  • Degree in Health, Safety and Environment/ Electrical or Mechanical Engineering/ Civil/ Construction/ Structural.
  • NEBOSH Qualification
  • At least 7-10 years (s) of working experience in the related field is required for this position.
  • Possess negotiation, analytical, problem-solving, and leadership skills
  • Able to work effectively with multiple constituents, including peers, executive management, and senior management
  • Able to work under pressure and cope with tight deadlines
  • Must be independent, resourceful, and good team player
  • Possess good initiative, interpersonal, and strong communication skills.
  • Energetic self-starter with the ability to work to meet deadlines without much supervision
  • Excellent written English. Ability to simplify and create concise updates for senior management (infographics/data visualization)
