About the role:
On behalf of our client, The Management Recruitment Group is seeking a Smart City Director to lead the strategic delivery of smart city infrastructure for a pioneering giga-project in Saudi Arabia. The primary purpose of this role is to oversee the planning, execution, and integration of smart technologies and services, working closely with internal stakeholders and external partners to bring to life a world-class, digitally enabled urban environment.

Key Accountabilities:

  • Lead the development and implementation of smart city strategies, roadmaps, and innovative urban technology solutions.
  • Oversee smart city project delivery, ensuring alignment with timelines, budgets, and regulatory requirements.
  • Actively contribute to the smart city governance framework, driving compliance, KPI tracking, and risk management.
  • Manage and coordinate across multiple disciplines including ICT, utilities, architecture, and solution architecture teams.
  • Lead stakeholder engagement with internal departments and external technology providers, ensuring seamless integration of smart systems and services.
  • Monitor global trends and emerging technologies (e.g., IoT, AI, digital twins) to future-proof infrastructure and services.

You will need to be:
The ideal candidate will bring deep expertise in smart city planning and implementation, along with a strong record of leading large-scale infrastructure or urban transformation programs. You will need to be both a strategic visionary and an execution-focused person, capable of managing complex stakeholder environments and delivering cutting-edge solutions in a fast-paced, high-profile setting.

Background, Skills, and Qualifications:

  • 15+ years of experience in smart cities and urban digital infrastructure
  • Bachelor’s or Master’s degree in Engineering, Urban Planning or Smart Cities
  • Deep knowledge of IoT, digital infrastructure, cybersecurity standards, cloud-based systems, and data governance frameworks.
  • Certifications in Project Management (PMP, PRINCE2), Digital Transformation, or an MBA (Advantageous)
