Senior Director – Strategy and Implementation, Roads/Highways

We are working with a PIF subsidiary project on a landmark infrastructure programme and are seeking a Senior Director – Strategy & Implementation (Highways).

This role is about more than managing projects; it is about shaping how they are delivered. The successful candidate will define the overall implementation strategy, ensuring certainty of outcomes, value for money, and alignment across development, procurement, and delivery teams.

Key responsibilities include:

• Designing and implementing the strategic delivery framework for a multi-billion SAR roads and earthworks programme.
• Establishing processes, governance, and performance measures that drive consistent delivery.
• Leading procurement and market engagement strategy to attract and manage Tier-1 contractors.
• Embedding risk management and value engineering into all stages of delivery.
• Coordinating across multiple asset classes to ensure integration and maximise efficiency.
• Acting as a key interface with consultants, contractors, authorities, and senior stakeholders.

Candidate requirements:

• Degree in Civil Engineering, Transportation, or related field; Master’s preferred.
• 15+ years’ experience in strategy, planning, and execution of major infrastructure or transportation programmes.
• Demonstrable track record of developing and implementing large-scale delivery strategies.
• Strong knowledge of governance frameworks, procurement models, and contract management.
• ???????Exceptional leadership and stakeholder engagement skills, with the ability to bring strategy to life through execution.
• ???????Middle East or GCC experience desirable.
